Judges presiding over low-level offenses in Harris County will not abide by Gov. Greg Abbott’s executive order restricting the release of certain defendants, according to a letter from attorney Allan Van Fleet, who represented the judges in a federal lawsuit challenging Harris County’s bail practices.
